Man arrested after officer gets dragged alongside car

McCONNELLSBURG, Pa. - A situation that began when shots were fired in a McConnellsburg home Saturday escalated when the suspect attempted to flee, dragging a Pennsylvania State Police constable alongside his vehicle, a state police press release says.

Jonathan Edgar Berkstresser, 26, of McConnellsburg was later apprehended without incident, police said.

Berkstresser was charged with two counts each of aggravated assault, recklessly endangering another and assault; and one count each of discharging a firearm in a home and resisting arrest, police said.

The incident was reported at 6:12 a.m., when state police responded to the 400 block of Lincoln Way East for a report of shots fired at a residence, police said. Berkstresser left the residence before officers arrived, police said.

State police Constable Larry Franco, who knows Berkstresser, contacted him via telephone, and Berkstresser agreed to return to the residence, police said.

Berkstresser spotted a Pennsylvania State Police trooper as Franco was trying to get him out of his vehicle, police said.

Franco, who had grabbed Berkstresser by his arm, was dragged 20 feet and struck by the vehicle, police said. He suffered minor injuries.

Berkstresser was being held at the Franklin County Jail on $500,000 bond.

Michael Arndt a pennsylvania state constable is dragged from a van while trying to make an arrest.

It happened shortly before 10:00 Monday morning in Conewago Township, Dauphin County, about half-way between Hershey and Elizabethtown.

The van's driver is a wanted man.

On Monday morning, that constable set out to serve several warrants on a man wanted for a list of minor offenses. It's become a manhunt for Michael Arndt, who is now accused of trying to kill an officer of the law.

CBS 21 News obtained video from surveillance cameras that captured the assault.

In the parking lot of Steve's General Store in Conewago Township a maroon van is driven by wanted man Michael Arndt.

Next, the constable, 63-year-old Dan Gates tries to stop the van, but Arndt appears to resist and Constable Gates grabs onto the side door of the van, holding on for dear life.

Arndt then speeds out of the parking lot heading south onto Route 743. Gates can't hold on and is eventually thrown onto the highway. He's then run over by the van's rear tires.

When CBS 21 News arrived on the scene just a few minutes after the incident state troopers were still investigating and eyewitnesses at Steve’s General Store were still in disbelief.

Arndt’s family says he's been in-and-out of prison over the past several years. He is now facing attempted criminal homicide. They hope he just turns himself in.

Michael Arndt was last seen driving a maroon-colored Ford Econoline van with license plate number YTF-7100. Anyone who knows of Arndt's whereabouts should call police.

Constable Dan Gates is undergoing surgery at Penn State Hershey Medical Center. His injuries are not considered life-threatening.

Fugitive apprehended at Fayette County Fair

By Tribune-Review News Service
Monday, August 6, 2007

A shot was fired but no one was hurt as authorities apprehended a fugitive from justice who was working at the Fayette County Fair on Friday evening.

Jacob E. Brosky, 41, of 65 S. Mt. Vernon Ave., Uniontown, was arrested after attempting to flee on foot. He was taken to Uniontown Hospital where he was treated for allegedly swallowing a large amount of cocaine.

Brosky's pursuers included Constable Chad Younkin and fair security guard William Solomon. The two chased Brosky from the fairgrounds to woods along Pechin Road in Dunbar Township.

At one point during the pursuit, Younkin fired at Brosky, who dropped to the ground uninjured. Authorities said Younkin fired his revolver one time after Brosky removed "an unknown black object from his pocket." State police did not identify what the black object was.

On his way out the fairground gate, Brosky had sprayed Younkin and Solomon with pepper spray, police said. Earlier, Brosky pushed Younkin.

Brosky was working at the fair's wall climb event when he was spotted, authorities said. Younkin was working security at the fair.

Police said Brosky was wanted in Fayette County on a bench warrant. Active criminal warrants were pending from Allegheny and Westmoreland counties as well as from Monongalia County, W.Va.

"I'm not going back to jail, I'll die first," authorities said Brosky shouted in Younkin's direction while ignoring the constable's command to stop and show his hands.

Brosky reportedly discarded items from his pockets as he ran away.

Brosky eventually fell to the ground a second time. He stayed put but resisted being handcuffed, police said. He was finally subdued after he was sprayed with pepper, authorities said.

While on the ground, Brosky continued to insist he would die first before being returned to prison.

Drug paraphernalia was later found along the path of Brosky's escape route through the woods, police said. No weapons were found.

Police said once Brosky is discharged from Uniontown Hospital, where he was treated for drug overdose, he will be lodged in the Fayette County Jail on the outstanding warrants and the new charges.

Burrell, age 28, possessed with intent to distribute more than fifty grams of cocaine base, commonly known as crack cocaine. He pleaded guilty to a one count before United States District Judge Sean J. McLaughlin.

In connection with the guilty plea, Assistant United States Attorney Marshall J. Piccinini advised the court that Burrell, who is formerly from Cleveland, Ohio, possessed with intent to distribute more than fifty grams of crack cocaine at a residence in Erie, Pennsylvania, in December 2003.
